Ok, it has to do with the DVD from Verbatim, because I have mutliple speeds with a CD from MediaRange.
But still I think it is a bug because I can set the burning speed with the same DVD with e.g. Nero:

I have CDBurnerXP 4.3.8.2568 on Windows XP SP3 and I have a DVD-Burner (Speedplus Superwritemaster) and a CD-Burner (BenQ 16 x 16 x 48 Seemless Link).
When I burn an ISO file with a Verbatim DVD-R 16x DVD, I have only max Speed in the DropDownBox but not lower burning speeds, look:

This seems to be a bug for me. It was in previous versions the same issue.

OK, with my burner the same thing with a DVD-R 16x from Verbatim. I am searching for a speed control, but there is only max speed (20x).
If this is normal with my burner (see below) i won't think more about it.
