Over Burning?

i read in the FAQ that overburning is possible. when i hear overburning, to me, it means that i can burn more than the assigned CD capacity. is this what its referring to?

im trying to burn an MP3 CD, theres about 735 mb worth of MP3s, thought the discs im using are only 700 mb. and around 92% of the write my burner ejects then goes back in and gives me this error;

Writing error : (3) Error trying to write past the user area of the media (1038) Error Sense Data : Sense Key : 5, ASC : 63, ASCQ : 00.

any thoughts?
