CDBurnerXP locks out burners from other pgms

I looked for a similar problem in the FAQ, troubleshooting and forum. Sorry if it has already been discussed.

When I first boot up my PC, neither Foobar2000 nor Exact Audio Copy can find any of my CD or DVD drives. If I open and then close CDBurnerXP (without doing anything within the program at all) then everything is fine. It's not the end of the world, but certainly inconvenient.

Any ideas? Exact Audio Copy can be unstable if everything doesn't go just right.

Could it be an issue because I have multiple login accounts available on the computer? Not all accounts have administrator privilege, but I don't really think that is an issue.

What I did was start from a clean install and added the programs I considered essential and then made a restorable backup in case anything went wrong. The only programs which I believe would have an effect have been mentioned. Is there an ASPI issue or something else I can check. Any suggestions to find out?
